Government Resolution No. 2188 dated 29 December 2025 approved the Programme of State Guarantees for free medical care for 2026 and the planning period 2027 and 2028. In 2026 the Programme was amended by Russian Government Resolution No. 365 dated 2 April 2026.
What the Programme defines
The Programme establishes the federal framework for free medical care: types, forms and conditions of care; diseases and conditions for which care is provided free of charge; volume and financial standards; and accessibility and quality criteria.

The Perm Krai territorial programme is based on the federal Programme. For specific regional conditions, volumes and procedures, the territorial programme is used in addition.
