Patient Rights and Responsibilities
The following is a short guide to the principal rights and responsibilities of a patient. The full scope of rights is determined by Russian law, including Federal Law No. 323-FZ of 21 November 2011 “On the Fundamentals of Health Protection of Citizens in the Russian Federation”. When receiving paid medical services, the patient is also a consumer protected by consumer-protection legislation and the Rules for Paid Medical Services provided by medical organisations.
The Patient Has the Right
- to choose a doctor and medical organisation in the manner and cases provided by law;
- to prevention, diagnosis, and treatment in conditions that meet sanitary and hygiene requirements;
- to consultations with medical specialists;
- to relief of pain associated with a disease, condition, or medical intervention;
- to receive understandable information about their health, examination results, diagnosis, treatment methods, associated risks, possible medical interventions, and their consequences;
- to give informed voluntary consent to medical intervention and to refuse it in the manner established by law;
- to medical confidentiality and protection of personal data;
- to respectful and humane treatment by medical-organisation staff;
- to information about the medical organisation, its licence, healthcare professionals, paid medical services, and prices;
- to review medical records and receive medical documents, copies, and extracts in the prescribed manner;
- to compensation for harm to health caused during medical care in cases provided by law;
- to protect their rights and submit an application or complaint to the medical organisation and competent authorities.
The Patient Is Expected to
- take reasonable care of their health;
- provide healthcare professionals with accurate information necessary for safe and high-quality medical care;
- follow the prescribed treatment regimen and healthcare professional’s recommendations;
- follow patient conduct rules and safety requirements in the medical organisation;
- treat medical-organisation staff and other patients with respect.
