What the Rules regulate
Russian Government Resolution No. 659 dated 30 May 2026 approves the Rules for paid medical services provided by medical organisations, including patient information, conclusion and performance of the agreement, payment and delivery of services.
Information before the agreement is concluded
Patients must be given accessible information about the possibility of receiving relevant medical care without charge under the State Guarantees Programme and the territorial programme, together with information about the provider and the paid medical services.
Agreement and payment
The Rules specify mandatory agreement information, including the list and cost of services, service timeframes and payment arrangements. A fixed or approximate estimate may be prepared; if either party requests an estimate, its preparation is mandatory.
Additional options and duties
The Rules provide for remote conclusion of agreements, requirements for issuing documents after services are provided, and transmission of information required by law to the Unified State Health Information System.
Effective period
The Resolution entered into force on 1 September 2026. The Rules remain in force until 1 September 2031.
